Planning and Development is responsible for the current and future land uses in all unincorporated areas of Scott County.
The County, through the adoption of a comprehensive development plan and enforcement of the county's zoning, building code, subdivision and floodplain development ordinances, is able to regulate all non-ag land uses in the unincorporated areas.
Through an intergovernmental 28E agreement the department also issues building permits for the Cities of Dixon, Donahue, LeClaire, McCausland, Panorama Park, and Riverdale.

The Scott County Planning and Zoning Commission has scheduled a series of three public meetings to present the results of its review of the Scott County Future Land Use Map. The speaker for the February 27th Forum is Laura Morris.
Laura has been the Natural Resources and Education Program Manager for River Action since May of 2016. She is an alumna of Augustana College, where she studied environmental science and geography, and completed research on environmental education in elementary schools. She will be presenting on current River Action projects in Scott County, and the holistic approach the organization takes to address the riverfronts and watersheds in which we live, work, and play.
