Planning and Development is responsible for the current and future land uses in all unincorporated areas of Scott County.
The County, through the adoption of a comprehensive development plan and enforcement of the county's zoning, building code, subdivision and floodplain development ordinances, is able to regulate all non-ag land uses in the unincorporated areas.
Through an intergovernmental 28E agreement the department also issues building permits for the Cities of Dixon, Donahue, LeClaire, McCausland, Panorama Park, and Riverdale.

Partners of Scott County Watersheds: Spring 2019 Scott County Snapshot Event
It's spring, and that means it's time for the Spring Snapshot! This event engages residents in water quality through a user friendly process for data collection.
The Snapshot will be held Tuesday, May 7 from 8:00am-Noon, beginning at Davenport Public Works (1200 E 46th St., Davenport, IA). Orientation will begin at 8:00am.
Volunteers will learn how to sample water, then teams will be assigned monitoring sites. After collecting data, volunteers will return to Davenport Public Works for a FREE LUNCH.
