Planning & Development

Planning and Development is responsible for the current and future land uses in all unincorporated areas of Scott County.

The County, through the adoption of a comprehensive development plan and enforcement of the county's zoning, building code, subdivision and floodplain development ordinances, is able to regulate all non-ag land uses in the unincorporated areas.

Through an intergovernmental 28E agreement the department also issues building permits for the Cities of Dixon, Donahue, LeClaire, Long Grove, McCausland, Panorama Park, and Riverdale.

Office Hours:
8:00 a.m. to 3:30 p.m.
Monday through Friday

*While the office is not open to the public until 8:00 a.m., zoning and inspections staff is available via telephone from 7:00 a.m. to 8:00 a.m.*

To drop off any applications or other materials after 3:30 p.m., please utilize the blue drop box located in the parking lot. The drop box is emptied by County staff twice daily.

Scott County, City and State offices will be closed Monday, May 27, 2024 in observation of Memorial Day. Additionally, the General Store is closed Saturday.
