Planning & Development

Planning and Development is responsible for the current and future land uses in all unincorporated areas of Scott County.

The County, through the adoption of a comprehensive development plan and enforcement of the county's zoning, building code, subdivision and floodplain development ordinances, is able to regulate all non-ag land uses in the unincorporated areas.

Through an intergovernmental 28E agreement the department also issues building permits for the Cities of Dixon, Donahue, LeClaire, McCausland, Panorama Park, and Riverdale.

The survey will ask public opinion on area congestion, mobility demands, and general ease of getting around.

To participate, go to https://www.surveymonkey.com/r/BiState_Survey, or the Bi-State Regional Commission website at www.bistateonline.org.
