Planning & Development

Planning and Development is responsible for the current and future land uses in all unincorporated areas of Scott County.

The County, through the adoption of a comprehensive development plan and enforcement of the county's zoning, building code, subdivision and floodplain development ordinances, is able to regulate all non-ag land uses in the unincorporated areas.

Through an intergovernmental 28E agreement the department also issues building permits for the Cities of Dixon, Donahue, LeClaire, Long Grove, McCausland, Panorama Park, and Riverdale.

Saturday, February 1, 2020 - 10:00am to 12:00pm

Partners of Scott County Watersheds will be hosting an in-depth Snapshot training on Saturday, February 1 from 10:00am-12:00pm at Nahant Marsh (4220 Wapello Ave., Davenport, IA).

The Snapshot Volunteer Water Quality Monitoring events have been taking place since 2003. Three times a year, groups of volunteers will test around 50 sites in Scott County for nitrogen, phosphorus, chloride, pH, temperature, and turbidity, among other parameters.
