For instance, now that insurance costs have caused Scott County to become largely self-insured, the County Attorney’s Office’s civil division represents Scott County and its employees in almost all litigation filed against Scott County. Secondly, the Scott County Attorney's Office started the Scott County Check Offender Program in 1997 to assist local merchants with financial losses from bad checks. The primary goal of the Check Offender Program is to recover full restitution for the merchant without adding to the financial burden of the criminal justice system. The Check Offender Program works with Check Offender Services, Inc. to provide a unique cooperative effort between private and public sectors. Merchants in Scott County benefit because they receive restitution without paying collection fees. First time bad check writers benefit also because they receive the opportunity to avoid criminal prosecution by paying restitution for the bad check and by attending an intervention class aimed at avoiding further checking account problems. Finally, Scott County citizens benefit from the Check Offender Program because it was established without any additional cost to the taxpayer.
Also, the County Attorney's Office administers the largest asset forfeiture program in the State of Iowa.
