Job Summary

Under general supervision, of the County Engineer, the Fleet Manager develops, plans, and oversees the implementation of County fleet operations to include vehicle procurement and maintenance.

Essential duties and responsibilities may include, but are not limited to, the following:

Coordinates and directs the acquisition, disposal, preventative and routine maintenance, and repair of vehicles and equipment for widely diversified County fleet to provide safe, reliable, and productive vehicles to County departments and offices in a cost-effective and timely manner.

Works with departments and offices to evaluate vehicle and equipment needs and requirements; develops, implements, and maintains standardized specifications according to user needs.

Develops and implements fleet replacement schedule based on reducing total cost; analyzes fleet utilization, depreciation, maintenance costs, replacement costs, and standardization to determine best methods for replacement and acquisition.

Develops, modifies, reviews, recommends, and administers policies and procedures governing fleet management operations consistent with parameters set by the County Engineer. May present relevant administrative policies to the Board of Supervisors for consideration and adoption.

Recruits, hires, trains, manages, evaluates, disciplines, and motivates staff in accordance with human resources policies and collective bargaining agreements.

Develops and manages an annual capital budget to include periodic reports; assists departments with budget information relating to fleet functions.

Develops and implements key performance indicators to be used to validate the efficiency and effectiveness of operational objectives and report findings to the County Engineer.

Analyzes data and reports on fleet inventory, fuel, and maintenance operations for cost effectiveness; makes recommendations on budget allocations for fuel; ensures fleet asset lists of equipment and vehicles are licensed and insured.

Maintains central record of use of all vehicles, equipment, and warranty specifications; ensures appropriate information is maintained and updated in ERP and the Fleet Asset Management system.

Manages purchasing, reviews invoices, and oversees accurate inventory of parts, chemicals, and supplies utilized for Fleet services.

Develops specifications for County fleet RFPs and bids, negotiates fleet related contracts; coordinates and works with outside vendors on vehicle repairs unable to be completed in house.

Inspects maintenance work completed by staff for quality assurance; evaluates contract work and invoices for work performed on County vehicles for compliance; reviews and resolves discrepancies; makes recommendations for contract modifications.

Oversees the County?s lubrication and onsite fueling station?s inventory, maintenance and compliance.

Coordinates billing for services provided to outside entities.

Provides timely, accurate responses to requests for services and information.

Ensures compliance with Federal, State, and local regulations pertaining to fleet operations and fueling services.

Attends and participates in internal and external meetings and committees.

Demonstrates the ability to exemplify, by his/her actions, the County PRIDE philosophy.

Performs related duties as assigned.

Standards for Initial Consideration

Education, Training, and Experience Guidelines:
Bachelor's degree in Business Management or related field is preferred; AND five (5) years of progressively responsible experience in fleet maintenance or management, which includes two (2) years of supervisory experience; OR an equivalent combination of education, training, and experience. Certified Automotive Fleet Manager (CAFM), Certified Public Fleet Professional (CPFP) or Automotive Service Excellence (ASE) preferred. Experience with Collective Data program preferred.

Knowledge of:
Applicable local, State, and Federal laws, codes, regulations, and ordinances including U.S. Department of Transportation Motor Carrier Safety Regulations.
Professional and technical standards of fleet management and current trends and technological developments.
Principles and practices of public administration fiscal management, budgeting, and cost control.
Principles and practices of automotive repair shop management of automotive and heavy equipment.
Supervisory principles and practices.
Records maintenance and retention policies, procedures, and practices.

OSHA standards and regulations.
Procurement policies and procedures.
Budget development and management practices and methods.
Materials, tools, and equipment used in fleet maintenance.

Reading and comprehending technical information such as shop manuals, manufacturers? specifications, warranties, parts catalogs, service orders.

Operating a computer including standard software such as Microsoft Office Suite products, and specialized software such as accounting and fleet asset management programs.

Supplemental Information

License and Certification Requirements
Must possess a valid Driver's license.
Class A/B Iowa Underground Storage Tank Certificate within 180 days of hire.

Physical Demands and Working Environment:
Work is performed in a standard office and shop environment. May be exposed to potentially dangerous tools, equipment, and machinery, hazardous chemicals, noise and potential physical harm when working in the shop. May be required to lift and move objects weighing up to 50 pounds. May be required to be available or "on-call" during off-duty hours.
