Job Summary

Under general supervision, the Planning and Development Specialist serves as the first point of contact for County residents, their contractors, and other entities to assist in interpreting zoning ordinances, coordinate building inspections, accept construction permit applications, and provide general information regarding development standards for unincorporated Scott County

Job Responsibilities

Essential duties and responsibilities may include, but are not limited to, the following:

Maintains and organizes case files for various land use requests; gathers all geographic, historical, and legal information pertinent to cases; assists in the review of case files to formulate staff reports and recommendations; ensures compliance with the State of Iowa's open meetings and public records laws by creating and dispersing notices and recording minutes; may occasionally present case files to the Commission or Board on the Director's behalf.

Provides interpretation of zoning ordinances to potential and current Scott County property owners and contractors in person, over the phone, and via email.

Assists with the review of site plans for new construction single-family dwellings, accessory structures, and additions to existing structures, plats of survey, agricultural exemption applications, floodplain construction permit applications, Iowa Department of Natural Resources Manure Management Plans, and Master Matrices for confined animal feeding operations.

Provides staff support to the Scott County Planning and Zoning Commission and the Zoning Board of Adjustment.

Provides support to the Building Inspector; coordinates inspections and processes inspection results; accepts construction permit applications and records issuance after review; provides general information regarding development standards for unincorporated Scott County.

Facilitates the sale of County-owned tax deed properties.

Provides work direction to the assigned department staff.

Acts on behalf of the Director in his/her absence, within limits of authority.

Demonstrates the ability to exemplify, by his/her actions, the County PRIDE philosophy.

Performs related duties as assigned.

Standards for Initial Consideration

Education, Training, and Experience Guidelines:
Bachelor's degree in Environmental Services, Urban Planning, or related field preferred; AND one (1) year of experience in a service-oriented environment; OR an equivalent combination of education, training, and experience.

Knowledge of:
Applicable local, State, and Federal laws, codes, regulations, and ordinances.

Records retention policies, procedures, and practices.

Customer service etiquette and practices.

Permit application requirements.

Skill in:
Reading and interpreting plat documents, site plans, maps, codes, and ordinances.

Operating a computer to include standard software and some specialized software.

Reading and interpreting topographic maps, site plans, and legal descriptions.

Preparing clear and concise reports.

Maintaining accurate records and filing systems.

Prioritizing and organizing work to complete multiple tasks simultaneously and meet deadlines.

Establishing and maintaining cooperative working relationships.

Communicating effectively verbally and in writing.
