RE: 2020 Board of Review – Extended Session – Federal and State Disaster Order

TO: All Scott County, Iowa Property Owners,

The Board of Review protest filing date has been extended. Scott County property owners that feel their January 1, 2020 assessment is incorrect now have until Friday June 5th, 2020 to protest their property assessment.

Due to the recent and unprecedented COVID-19 pandemic affecting the United States, on Monday March 23, 2020, the President of the United States declared that a major disaster exists in Iowa. As a result, on Wednesday April 1, 2020, pursuant to Iowa Code section 441.37(1)(a)(1), the Director of the Iowa Department of Revenue issued an order extending the 2020 Board of Review protest filing period from April 2nd to June 5th, 2020.

Unfortunately, Iowa law does not authorize the Board of Review to make adjustments to property assessments affected by events that happened after January 1, 2020. The Board is only concerned with the assessment and current condition and quality of the property as it was on January 1, 2020, which is well before the pandemic occurred or had any effects on properties in Scott County. “IF” the pandemic has any affect on the local Scott County real estate market, this will be reflected in future assessments.

If have questions or concerns about your property’s assessment, property owners should contact the Scott County Assessor’s Office immediately by phone or email. The Assessor’s staff will answer all questions, explain the assessment with you in detail, and explain your options.

After discussing the assessment with Assessor staff, property owners still aggrieved can file a protest online by looking up the property on the County Assessor’s website and scrolling to the bottom of the page and clicking “Appeal an Assessment”. Property owners can also file by email, mail. The Scott County Admin Bldg is currently closed to the public and no in-person protests are being accepted at this time.

Property owners should NOT send protest forms by regular U.S. mail.
