Scott Emergency Communications Center (SECC)
In 2008, all public safety entities in Scott County (the Iowa portion of what is commonly called “The Quad Cities”, with the Illinois cities of Moline and Rock Island) will begin to consolidate their public safety emergency communications services to the newly formed Scott Emergency Communication Center (SECC).
These agencies include the Scott County Sheriff, Davenport Police and Fire, Bettendorf Police and Fire and several suburban and rural police and fire agencies, along with the not-for profit MEDIC EMS services. The SECC is governed by what is called in Iowa a “28E” Board, which is a Joint Powers agency to which the member governments belong.
The Board’s first task was recruiting its first SECC Director, who will be heavily involved in developing operational plans and procedures, citing and working with consultants on the construction of a new center, technology acquisitions and implementations, personnel and budgetary matters. On March 31, Brian Hitchcock began work as the first SECC Director. Brian is tasked with nurturing this new organization toward a new operation in a new building, which is expected to open in 2010.
