Planning & Development

Planning and Development is responsible for the current and future land uses in all unincorporated areas of Scott County.

The County, through the adoption of a comprehensive development plan and enforcement of the county's zoning, building code, subdivision and floodplain development ordinances, is able to regulate all non-ag land uses in the unincorporated areas.

Through an intergovernmental 28E agreement the department also issues building permits for the Cities of Dixon, Donahue, LeClaire, McCausland, Panorama Park, and Riverdale.

7:30 a.m. to 4:30 p.m.
Monday through Friday

Effective Monday, March 27th, 2017 Planning and Development office moves across Western Avenue to the Scott County Administrative Center at 600 W. 4th St., Davenport. The office will be on the 1st floor across the lobby from where you get your license plates.
