Planning and Development is responsible for the current and future land uses in all unincorporated areas of Scott County.

The County, through the adoption of a comprehensive development plan and enforcement of the county's zoning, building code, subdivision and floodplain development ordinances, is able to regulate all non-ag land uses in the unincorporated areas.

Through an intergovernmental 28E agreement the department also issues building permits for the Cities of Dixon, Donahue, LeClaire, McCausland, Panorama Park, Princeton and Riverdale.

QC AreaQuad Cities Regional Vision

The Regional Vision public input opportunity has opened up through an online community survey.  The vision planning process is a comprehensive, inclusive and forward-seeking effort to build regional consensus on the future of the Quad Cities. This survey is an opportunity for all individuals to provide feedback about issues and opportunities facing the Quad Cities and present their vision for our region.
