Meet Scott County's Human Resources Team
The Scott County Human Resources Department consists of five team
members and while we all have areas of responsibility, each of us
would be happy to help you in any area where you may need assistance.
Mary J. Thee
Assistant County Administrator/Human Resources Director
The HR Director assists the County Administrator in the overall development
and administration of County policies and programs. Areas of expertise
and supervision include recruitment, employment, EEO, wage and salary
administration, labor relations, employee development, benefits
and organizational development. Areas of responsibility also include
interpreting and applying established County policies or statutory
requirements. Acts as Chief Negotiator for the County in collective
bargaining with five (5) bargaining units.
Rhonda Oostenryk
Risk Manager
Rhonda's primary function is investigation and review of all claims
and losses. Areas of direct responsibility include: analyzing past
or potential claims/losses and recommending practices, policies
or procedures to adjust, settle, resist or avoid future losses;
maintaining appropriate documentation and preparing reports for
meeting internal and external requirements related to safety and
worker's compensation issues. Major duties include ensuring employees
receive appropriate care for workplace injuries and assisting departments
in maintaining and enhancing a safe work environment.
Jill Niebuhr
Human Resources Generalist
Jill coordinates training and development of County staff; assists
in negotiation and administration of collective bargaining agreements;
performs organizational and classification studies; writes and updates
job descriptions for compliance; researches and drafts policy and
procedure recommendations; provides guidance on policy and contract
interpretation to ensure fair and equitable treatment of all employees;
acts as editor of the County Newsletter and responds to employee
inquiries.
Barb McCollom
Human Resources Generalist
Barb's responsibility include recruitment and selection; employment;
EEO; wage and salary administration; performance management system
coordination; unemployment and maintenance of the County's HRIS
system. Primary functions of the position include coordination and
administration of hiring and promotional activities; coordinating
the County's PRIDE recognition activities; providing guidance on
policy and contract interpretation to ensure fair and equitable
treatment of all employees; assisting the Human Resources Director
with project work and research and responding to employee inquiries.
Cheri Sexton
Benefits Coordinator
Cheri provides administrative support for the Human Resources Department
as well as the County Administrator and Board of Supervisors. Primary
functions of the position include: coordinating and administering
the County's employee benefit program; accounts payable for HR,
Administration and the Board; payroll; assisting with departmental
recruitment efforts; coordinating schedules and travel arrangements
for the County Administrator and Board of Supervisors; maintaining
departmental records retention program and responding to employee
inquiries.
