General Program Policies
- Eligibility requirements must be met before aid can be given.
- Employment registration and an active employment search is required.
- Participation in the Work Readiness program is required.
- Agreement for repayment, where appropriate, is required.
- The needs of each applicant shall be verified.
- Aid shall be granted in-kind unless impractical.
- General assistance shall be provided for the duration of verified needs in accordance with eligibility and assistance standards set forth in these policies.
- Individuals/families who have applied for federal/state financial assistance programs or who are currently receiving assistance from such programs are not eligible for general assistance except under circumstances specified in Section II.C (7) of these policies.
- Supplementation may be granted for clients who are currently receiving state/federal aid and where an emergency need exists.
- Applicants or recipients shall cooperate and provide all information necessary to determine both eligibility and need for assistance.
- Non-citizens are eligible for general assistance only as identified in Section III.
- Guidelines for general assistance will be reviewed annually.
