CJAAC is an advisory committee comprised of Scott County citizens, representatives of the criminal justice system, and County government. CJAAC was created by the Scott County Board of Supervisors in February 2000 and charged with the following tasks:
- Identify and address criminal justice system issues and outcomes that impact the jail,
- Develop solutions that are practical and owned by the community,
- Provide the community with information about the criminal justice system, jail facilities and programs,
- Develop future plans for jail facilities and programs, and
- Coordinate efforts of all agencies in day-to-day management of the criminal justice system as they relate to the jail and alternative programs.

2001
- We will Compile an Accurate Information Base Regarding the Criminal Justice System, Jail and Alternative Programs
- We will Identify and Understand Key Issues, Alternatives to Incarceration, Success of Current Programs, and Responsibilities and Interrelationships
- We will Design a Master Plan for Future Committee Activity including Goals, Key Elements, Time Frames, and Evaluation of Programs and Facilities.
- We will Achieve Significant Public Understanding for the Criminal Justice System, Jail and Alternative Programs.
- We will Design a System that will Appropriately Place Offenders in Relation to their Offense and their Other Needs
2003
- We will Implement a Master Plan
- We will Offer Direction on Facilities and Programs to the Board of Supervisors
2005
- We will Achieve Increased Effectiveness of the Incarceration and Criminal Justice Systems as Measured by the Evaluation System Included in the 2001 Master Plan
- We will Design and Maintain a System for Continuing Monitoring of Programs and Facilities
- Long-Term Solutions for Jail Population Have Been Implemented
- Community Owns the Criminal Justice System
