Tom ran for Scott County Supervisor in 2004 and was elected and then re-elected in 2008.

Tom lives with his wife, Judy, in Davenport. They are lifelong residents and have raised four children: Laura, Tom (deceased), Ryan, and Kelly. Tom graduated from St. Ambrose Academy, St. Ambrose College (B.A.), and the University of Iowa(M.A. and PhD.) He served as a teacher, coach, athletic director, associate principal, and principal(16years) at Assumption High School retiring in 2001. Tom taught as an Adjunct Professor in the Educational Leadership graduate program at St. Ambrose from 2001-2004.

The Board of Supervisors serves as the administrative and policy-making body for the county. Among its functions are: to levy taxes to raise revenues for county purposes; adopt a budget; supervise relief programs; manage all county buildings and grounds; appoint boards and commissions; make official canvass of the votes for all county elections; fill vacancies in county offices, except for members of its own body; establish and vacate public highways; approve beer, liquor, and cigarette licenses outside of incorporated areas; and approve zoning changes and plats for new subdivisions. In addition, the Board is considered to be the employer of all county employees and is therefore required to bargain with employees over wages, hours, and working conditions.
