- Iowa State Association of Counties (ISAC)
The main purpose of ISAC is to secure and maintain cooperation among the counties and county officials, promote comprehensive study of local problems and find ways of solving them, provide methods of interchange of ideas among various county officials, and promote and work for the enactment of legislation that is most beneficial to the citizens of Iowa.- Iowa State Association of Counties

- During FY11, ISAC expenses for lobbying activities were approximately 56.8% of the dues collected from membership. (ISAC notification letter 10/25/11)
- For FY12, estimate that percentage will be approximately 55%.

- Urban County Coalition
- Formed by voluntary agreement to jointly develop, communicate and advocate for issues of mutual interest to the General Assembly, Executive Branch of the State of Iowa and other appropriate agencies, departments and organizations and to collaborate on strategic planning to jointly develop regional solutions to issues of mutual interest.
- Members include Black Hawk County, Johnson County, Linn County, and Scott County, Iowa.
- Contract with L&L Murphy Associates and Grant Consulting, LL to perform consulting and advisory services.
- Memorandum of Agreement by Board of Supervisors presented 1/3/12 and approved 1/5/12.
- $10,000 in Fiscal Year 2012 for first year membership. Each County agrees to budget $20,000 in Fiscal Year 2013 for continued membership in the Urban County Coalition.

- Hurt-Norton is contracted to protect and expand existing Rock Island Arsenal functions and support systems. They provide regional coordination, cooperation and communication for legislative technical assistance contracts.
- FY11 budget includes $15,000 for the Hurt-Norton contract. This item was budgeted in non-department. Bi-State Regional Commission has responsibility of this contract.
